Got a brand new fender, so I must release these protectors. But... there's no way so far!!

... remove this stem protectors???
I've tried to pull them upwards, but no moving. I can rotate them only: Got a brand new fender, so I must release these protectors. But... there's no way so far!! Forgot to mention... Hi everybody!!

Loosen the spindle nut and release the pich bolts in the sliders and try splaying the forks a bit.
